Position Summary

As the City Clerk, you play a key role in managing and ensuring fair and transparent decision-making processes for the local government. You will set the vision for, and lead all operations of the City Clerk's Department, ensuring the effective management of resources and compliance with government regulations and policies.

As a member of the Corporate Services Group, you provide strategic leadership and oversee the development and implementation of innovative short and long-term strategies for the Department that align with divisional and corporate goals and priorities. You will also have the opportunity to act as Kingston’s Returning Officer, responsible for conducting elections for the municipal government and school boards.

Qualifications, Competencies

As an ideal candidate, you have a university degree in a relevant discipline (Public Administration, Political Science, etc.) combined with 7+ years of recent and relevant management experience, preferably in a municipal environment.

Strong knowledge of municipal policies, procedures, applicable legislation and regulations, relevant industry standards, and by-laws is essential. An Association of Municipal Clerks and Treasurers Ontario (A.M.C.T.O.) MAP Program certificate or designation or a Certified Municipal Officer (CMO) designation are assets.

You are a collaborative and persuasive communicator skilled at influencing and building trust and credibility in a politically sensitive role with competing demands and priorities. The City will benefit from your excellent customer service skills and ability to promote effective teamwork while coaching, mentoring, and developing employees in a dynamic and complex unionized environment. Proficiency in both of Canada’s official languages is an asset.

Skills, Abilities, Work Demands

Strong knowledge of municipal policies, procedures, applicable legislation and regulations, relevant industry standards, by-laws, and acts (municipal, provincial, and federal)

Ability to balance objectives with current organizational needs

Proficient skills in MS Office

Ability to build trust and credibility in a politically sensitive role with competing demands and priorities

Excellent communication skills with the ability to influence others

Bilingual language skills (English/French) would be considered an asset

Ability to coach, motivate and develop employees

Required to obtain and maintain a satisfactory criminal record check
