Position Summary

Under the general direction of the Chief Information Officer, the Manager, Technology Infrastructure Services, is responsible for providing leadership and management for the Technology Infrastructure Services Team, including planning and on-going operation and maintenance of the City’s information and communications technology (ICT) infrastructure, including server, storage, and networking (data/voice) infrastructure. The Manager, Technology Infrastructure Services is responsible for the delivery of all IT infrastructure and related IT operations used to enable business capabilities and services across the Corporation. This position oversees the city’s Cyber Security Risk Management initiatives and acts as the Chief Information Security Officer for the corporation.

KEY DUTIES AND RESPONSIBILITIES:

Ensures the availability, reliability, and security of the Corporate technical infrastructure (network, database, server, and datacentres) capabilities and services, to support effective and reliable service delivery to residents and staff:
- Establishes and manages priorities for maintenance, lifecycle replacement, and upgrades.
- Conducts research and recommends changes in services, products, protocols, and standards to support and enhance network infrastructure and services.
- Oversees the provision of technical support, specialized expertise and second tier problem resolution services.

Defines and manages IT Disaster Recovery Strategy by identifying and implementing plans, measures, and arrangements to ensure the continuous delivery and protection of critical services and products and/or to permit the organization to recover its systems, data, and assets in a timely manner.

Oversees and monitors the corporate Cyber Security Risk Management program by developing and executing polices, standards and procedures to ensure the confidentiality, integrity and availability of electronic information assets and systems.
- Develops, executes, and oversees best practice policies, standards, and procedures.
- Oversees the selection and implementation of various cyber security risk management tools and services.
- Responsible for the cyber security incident response measures that are undertaken by the city’s IT staff, as required.
- Conducts regular testing and awareness campaigns including training and communications plans.
- Develops, tracks and reports relevant measures.

Manages talent and financial resources to ensure they are being used effectively, including:
- Preparation and monitoring of budgets for the team and related programs including procurement of all goods and services for the IT infrastructure and cyber security functions.
- Management of direct reports by assigning work, setting schedules, resolving problems, and identifying appropriate individual goals aligned with individual capabilities, identifying individual training requirements, work requirements, and organization’s vision and strategic plans.
- Management of direct reports in accordance with relevant legislation, corporate polices, procedures and service delivery expectations.

Other duties as assigned.

Qualifications, Competencies

3-year diploma in computer science or related discipline.

5-7 years relevant experience including 1 year in a supervisory role, in information technology with an emphasis on infrastructure management and support.

ITIL Certification preferred.

Must demonstrate Corporate Competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Skills, Abilities, Work Demands

Broad knowledge of IT sector including Information & Communications Technology architecture theories, principles, concepts, practices, methodologies, and frameworks.

Demonstrated understanding of information security requirements and IT controls.

Working knowledge of municipal, provincial, and federal government acts and legislation, including occupational health and safety, employment standards, and human rights act.

Certified Chief Information Security Officer designation preferred.

Certified Information Systems Professional designation preferred.

Required to obtain and maintain a satisfactory criminal record check.
