Position Summary

The Manager, Facilities will provide leadership and oversee the Corporation’s facility core maintenance program including the establishment of corporate policies and procedures related to same;

Lead and drive continuous improvement, innovation and cost effective methods to establish and improve realty asset management practices;

Establish the creation and the staged implementation of a centralized facilities maintenance structure, asset management, and required support systems for the corporate building asset portfolio;

Create and implement a 30 year program aimed at realizing savings from maintenance that will reduce unfunded operating and capital liabilities;

Develop a corporate-wide Facilities Maintenance Policy;

Develop a comprehensive facility preventive maintenance program and related policies;

Establish and track comparable corporate facility related performance measures that support decision making and reporting;

Develop and manage a corporate-wide energy monitoring and measurement systems with a goal of reducing energy consumption within the various building portfolios;

Review and revision of existing facility work/service request protocols and systems, and service standards;

Create and implement a corporate-wide facility management educational program;

Make recommendations regarding building condition assessments and appropriate next steps;

Establish division programs and policies in support of Department and Corporate vision and goals, and with a focus on customer service.

Qualifications, Competencies

Degree in civil, electrical or mechanical engineering preferred;

Minimum of five years progressively responsible experience in managing a large portfolio of facilities, lifecycle asset management, performing operational planning, budgeting, project coordination, and managing staff;

Equivalent post secondary education in a related field (architecture, civil engineering technologist, facilities management etc.) and over seven years of experience in managing a large portfolio of facilities, lifecycle asset management, performing operational planning, budgeting, project coordination, and managing staff, may also be considered;

Possess a professional designation and in good standing with a related society or association (eg. P. Eng, OAA, CET);

Considerable experience in the application of Health & Safety principles and practices;

Considerable experience with contract law, purchasing procedures, accessibility standards (AODA), FAD guidelines, and working with project teams to achieve results. Experience in working with Heritage and LEED buildings would be an asset;

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Exceptional understanding of facility asset management and asset rationalization;

Excellent leadership abilities with well developed consulting and facilitation skills;

Excellent communication (written & verbal), presentation, interpersonal and organizational skills;

Ability to effectively interpret and apply legislation, policies and processes combined with sound knowledge of related acts and legislation (OH&S Act, AODA, Municipal Act, etc.);

Demonstrates strong knowledge of purchasing principles and contract law;

Superior project management skills with an ability to apply sound project management concepts and practices (ability to define issues, clarifying relationships, manage stakeholder expectations);

Ability to develop effective working relationships, maintain confidentiality and ability to act with tact and diplomacy during difficult and politically sensitive situations;

Demonstrate a proactive and innovative approach to achieve high quality results in a demanding political environment, while maintaining attention to the details;

Demonstrate ability to conduct research, analyze data, development recommendations, and prepare business case/report;

Demonstrate initiative and ability to work with minimum supervision;

Able to motivate, mediate, coach and mentor staff, and project teams;

Excellent conflict resolution, problem solving, negotiation, and mediation skills with the ability to deal with challenging issues;

Experience and sound knowledge of budgeting, budget monitoring, and perform financial and variance analysis;

Proficient computer skills, especially with Microsoft Word, Excel, Outlook and PowerPoint;

Must be able to obtain and maintain a class ‘G’ drivers license;

Must obtain and maintain a satisfactory CPIC (Criminal Record Check) at candidates own expense;

Must obtain and maintain Government of Canada Level II (SECRET) Security Clearance.
