Position Summary

Working under the general direction of the Manager Corporate Integration, the Analyst uses information technology to take business improvement opportunities from inception through to realization; activities include project planning and management, the study and modeling of business processes, development of system requirements/specifications, and solution design and delivery (typically by leveraging of commercial off the shelf software); projects can range from small departmental system extensions through to large corporate process re: engineering implementations;

The analyst will provide a level of existing applications support;

Identify opportunities to improve the efficiency and effectiveness of business processes;

Identify and document business requirements, create system design and functional specifications, and review/recommend new software purchases;

Prepare charts, diagrams, correspondence and technical documents to support clients in understanding the data and work flows, procedures, processes, scope and objectives of new automated system(s);

Provide business users with assistance and advice on the effective use of applications and information technology;

Conduct technical research on system upgrades to determine feasibility, cost, time required, and compatibility with current system(s);

Design and implement integration strategies;

Conduct technical development including system configuration, minor programming/development, writing technical procedures and documentation for applications including operations, preparing user guide, etc;

Plan, monitor and control projects to ensure effective solution delivery, effective resource management, etc;

Provide user support by troubleshooting software application issues, identifying modifications needed in existing applications to meet changing user requirements, and aligning software change requests with business objectives, in compliance with change control processes;

Liaise with all business units to assist/facilitate resolution of IT software issues.

Qualifications, Competencies

3 year diploma or degree in Computer Science or related field, from a recognized University, Community College or institute of technology;

5 years experience in information technology, including a minimum 3 years experience as a project lead involved in systems analysis and/or applications development and end user application support;

Experience with relational databases (Oracle, MS-SQL) and modern programming languages/tools (such as SQL, Crystal reports, SQR, Visual Basic, Java);

Knowledge and experience applying systems development methodologies, business/systems analysis (including process and data modeling, design and development strategies and best practices);

Knowledge of, experience with, large commercial business applications (such as the Oracle Peoplesoft Enterprise Resource Planning system) and experience coordinating/managing IS/IT projects;

Knowledge of business and/or municipal operations preferred;

Experience developing and implementing standards, procedures and guidelines to support methods, operational processes;

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Strong interpersonal and verbal/written communication skills with the ability to work independently and in a team environment;

Ability to deal with stressful situations with professionalism and to periodically work overtime and outside normal business hours;

A satisfactory CPIC (Criminal Police Check) will be required by the successful candidate at their own expense.
