Position Summary

The Director, Legal Services & City Solicitor, provides vision, leadership, and strategic direction and will ensure the City’s governance and operational decisions and actions are informed by and compliant with the law. As leader of the Legal Services department, this position oversees the development and implementation of legal strategies and ensures corporate contractual compliance with applicable legislative requirements and City of Kingston by-laws and policies.

This position provides advice to Council and staff, and evaluates legal matters and risks that could affect the municipality. The Director ensures proper representation of the municipality to the courts and agencies regarding legal issues, and liaises with outside counsel as required for litigation matters.

The Director is responsible for integrating strategic planning, operational activities, and the interests and needs of stakeholders, while ensuring fair, ethical, and responsible decision making, and appropriate management of resources.

Responsibilities

Operate the Legal Services department including Provincial Offenses Act division, and lead the department in providing exceptional legal service to Council, Committees, CAO and staff, on a diverse range of issues affecting the City.

With an understanding of the municipal environment, develop strategies and provide advice and guidance that aligns with objectives established by Council and the Corporate Management Team.

Effectively manage the legal team by engaging staff, providing development opportunities, mentoring as required, and fostering a positive environment.

Draft and present reports for both public and closed session meetings, and attend Council meetings and committee meetings as required on varied matters.

Lead investigations and negotiations, and prepare legal opinions, pleadings, minutes of settlement, development agreements, by-laws, and internal policies. Attend to pre-trials, trials, hearings and tribunals as required.

Remain well versed in the legislative and regulatory frameworks affecting the municipality and address emerging issues and trends as necessary.

Demonstrate a high degree of integrity and maintain and project an image of trust and public service.

Qualifications, Competencies

University degree in law (LL.B or J.D.) or a related field.

Membership in good standing with the Law Society of Ontario.

7 years of progressively responsible municipal law experience.

5 years experience with municipal planning and development matters including preparations and presentations for tribunals (OMB, LPAT).

Experience with instructing and educating on matters of law and associated principles.

Experience leading a team of professionals.

Demonstrated ability to manage financial, human and physical resources.

Excellent leadership skills with the ability to coach, motivate and develop employees.

Knowledge of, and demonstrated ability in, change management design, process and implementation strategies to optimize both quality and cost effectiveness of service delivery.

Strong computer skills particularly with Microsoft Office.

Demonstrated ability to effectively research and analyze, and effectively respond to emerging opportunities and risks.
