Position Summary

Reporting to the Manager, Development Approvals, this position is responsible for the following:


Process and evaluate a full range of development applications for all types of land uses. Prepare associated reports and recommendations to Planning Committee/Committee of Adjustment and Council;

Assist in the completion of policy planning projects, specialized land use studies and research activities associated with the long range growth planning;

Advise individuals, commenting agencies, and other local bodies on planning matters;

Assist with general planning administration;

Represent the City at Ontario Municipal Board (OMB) hearings;

Adhere to the City of Kingston’s policies and code of conduct;

Perform other related duties as assigned.

Qualifications, Competencies

Four (4) year degree in Planning, Geography or Urban Studies;

Three (3) years of relevant planning experience;

Membership in or eligibility for full membership in the Ontario Professional Planners Institute (OPPI);

Must have excellent understanding of municipal government with a well-developed ability to interpret policies and regulations of the Planning Act, the Provincial Policy Statement and other applicable municipal and provincial legislation;

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Skills, Abilities, Work Demands

Excellent oral and written communication skills with effective interpersonal skills;

Ability to manage multiple tasks with changing priorities and to present information and issues in a clear and concise manner;

Must possess superior customer service skills;

Proficient skills in Microsoft Office;

Must obtain and maintain a satisfactory Criminal Reference Check at own expense at time of hire;

Must possess and maintain a valid class “G” driver's license and provide own vehicle.
