Position Summary

Supervisor of Public Works will work within the supervisory team to co-ordinate Public Works operations and coach and mentor unionized staff within the department to ensure general public safety;

Plan, supervise, organize, co-ordinate and/or schedule the execution and care of Public Works maintenance operations including but not limited to; winter control, asphalt, concrete, and general road maintenance;

Develop and implement training material as required to inform employees of and enforce Departmental/City policies and procedures;

Participate as an active committee member on internal/external committees such as; Health & Safety, Accident Review, AORS, OGRA, etc.;

Support and co-ordinate requirements for projects, contracts, reports and agreements;

Monitor and maintain operational expenditures within allocated budgets;

Must be an active participant on the departmental management team with the ability to perform in all aspects of Public Works;

Assist Manager in recruitment and establishment of a service environment which empowers staff, pursues “best practices” and promotes new and innovative approaches to service delivery and enhances workforce skills development;

Assist in development and enforcement of policies and guidelines to optimize infrastructure life cycle and achieve competent, efficient and effective delivery of services;

Ensure compliance with corporate policies, protocols and workplace rules, as well as Provincial legislation requirements, including but not limited to; Occupational Health & Safety, Highway Traffic Act, Environmental Protection Act, etc.;

Respond to and address Public Works related concerns of, property owners, residents, businesses, other city departments and divisions.

Qualifications, Competencies

Must possess a CET or equivalent in education, (CRS designation considered an asset);

Minimum of 5 years related experience working in a supervisory capacity with proven experience in winter control and road maintenance operations within a unionized environment;

Ability to supervise with any/all aspects of Public Works operations;

Willingly participate in any professional development courses as may be required by management;

Ability to foster and maintain good working relationships with internal City departments and external agencies;

Maintain a valid Class ‘DZ’ Drivers License with a satisfactory driver’s abstract;

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Effective communicator, future-oriented, positive, enthusiastic, creative and diligent and will ensure a competent delivery of services within a safe, efficient and effective work environment;

Must be a “competent person” and meet the definition and requirements of “Supervisor” within the Occupational Health & Safety Act;

Must possess strong, effective Customer Service and interpersonal skills;

Excellent leadership skills with ability to coach, motivate and develop employees;

Demonstrated conflict management skills and strong problem solving skills;

Sound knowledge of related acts and legislation including the Occupational Health & Safety Act, Highway Traffic Act, related environmental legislation as well as WHMIS training knowledge;

Proven ability to actively take a supervisory role for winter control activities with Public Works;

Ability to co-ordinate projects and participate effectively as a member of a team;

Knowledge of administering policies and collective agreements;

Intermediate computer skills with MS Office products and have a strong knowledge of other applicable software;

Ability to work in a busy environment and manage multiple priorities effectively, and demonstrated ability to perform under stressful conditions;

Will be required to work any and all shifts including weekends, overtime and frequent demands outside of normal working hours;

Must participate in the on-call duty supervisor rotation;

Good physical condition to perform major strength and mobility demands of the position;

Ability to work outside in inclement weather conditions in a safe and efficient manner;

Thorough knowledge and ability to operate related equipment and machinery in a safe and efficient manner;

Must obtain and maintain a satisfactory CPIC (Criminal Record Check) at candidates own expense.
