Position Summary

The Manager, Realty Construction Projects will provide leadership to the Construction Project Management team responsible for the construction of new building assets, building renovations, heritage building rehabilitation and various capital works repairs;

Develop an overall project management framework and program that supports the Corporate and Department goals and objectives while meeting community needs;

Lead the development of process models around project planning, prioritization, implementation, and project phases as well as the framework regarding contracting resources, allocating resources, and project decision making and issue resolution;

Supervise the project management of a variety of complex projects ranging in cost and scope;

Participate in short and long term planning and budgeting, build strategic relationships with internal and external stakeholders, and prepare and monitor division operating and capital budgets;

Optimize the allocation of resources and the capacity of existing resources to meet expected project outcomes and department objectives.

Qualifications, Competencies

Degree in civil, electrical or mechanical engineering preferred;

Minimum of five years of progressively responsible experience in capital works project management including experience in budget preparation and monitoring, establishing project management methods and procedures, prioritizing multiple projects, providing leadership to staff, and working effectively with a range of internal and external stakeholders;

Equivalent Post Secondary education in a related field (architecture, civil engineering technologist, project management etc) and over seven years of progressively responsible experience in capital works project management including experience in budget preparation and monitoring, establishing project management methods and procedures, prioritizing multiple projects, providing leadership to staff, and working effectively with a range of internal and external stakeholders may be considered;

Possess a professional designation and in good standing with related society or association (eg. P. Eng, OAA, CET, ACCTT);

Considerable experience in the application of safety principles and practices;

Experience with contract law, purchasing procedures, accessibility standards, FAD guidelines, and working with project teams to achieve results;

Experience working with Heritage and LEED building would be an asset;

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Superior project management skills with an ability to apply sound project management and consultation concepts and practices proactively to complex projects involving multiple stakeholders;

Excellent leadership abilities with well developed presentation and facilitation skills;

Excellent communication (written & verbal), interpersonal and organizational skills;

Ability to effectively interpret and apply legislation, policies and processes combined with sound knowledge of related acts and legislation (OH&S Act, AODA, Municipal Act, etc);

Demonstrates strong knowledge of purchasing principles and contract law;

Ability to develop effective working relationships, maintain confidentiality and able to act with tact and diplomacy during difficult and politically sensitive situations;

Demonstrate a proactive and innovative approach to achieve high quality results in a demanding political environment, while maintaining attention to the details with the ability to motivate, mediate, coach and mentor staff and project teams;

Demonstrate ability to conduct research, analyze data, develop recommendations and prepare business case/report;

Excellent conflict resolution, problem solving, negotiation, and mediation skills with the ability to deal with challenging issues;

Experience and sound knowledge of budgeting, budget monitoring, and perform financial and variance analysis;

Ability to undertake financial analyses for the purpose of demonstrating project feasibility;

Proficient computer skills, especially with Microsoft Word, Excel, Outlook and Power Point;

Must be able to obtain and maintain a valid class ‘G’ Drivers License;

Obtain and maintain Government of Canada Level II (SECRET) Security Clearance at own expense.
