Position Summary

Under the direction of the Manager, Organization Development and HRMS, the Learning and Development Specialist will work with management, business units and employees to assist in the design, implementation and documentation of learning and development programs, processes, and services;

Ensure standardized training methodology and instructional design plans and ensure that learning material supports the intended learning objectives;

Design, deliver and document blended learning opportunities (e.g. classroom, e-learning, etc.) that effectively support individual, team and corporate objectives;

Ensure effective administration of programs and track and maintain core learning and development statistics in the HRMS;

Develop appropriate learning assessment strategies and tools to measure the effectiveness of learning programs;

Build effective working relationships with business units to ensure learning opportunities are designed to give their staff the skills and competencies needed to be effective in their jobs;

Assist in administration and maintenance of the Corporation’s Learning Management System (LMS) by developing, posting and updating learning materials;

Develop and continuously improve systems to build, track and retrieve individual, team and corporate knowledge.

Qualifications, Competencies

Undergraduate degree/diploma in Organizational Development, Adult Education, Human Resources, or a related discipline;

5 years related experience in designing, administering and evaluating learning and development programs;

Experience as a group facilitator, conducting small and large group sessions, developing course curriculum, materials, and evaluation processes;

Experience in developing and implementing e-learning solutions and Learning Management Systems (LMS’s);

Experience using HRMS systems; PeopleSoft experience considered an asset;

Experience authoring and aligning documentation to related learning and development initiatives;

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Skills, Abilities, Work Demands

Excellent communication skills with the ability to communication across various levels of organization;

Sound knowledge of adult learning principals and practices as well as related organization development theories and principals;

Excellent presentation and facilitation skills, proven effectiveness as a group facilitator;

Working knnowledge of industry standard e-learning development tools (e.g. Lectora, Articulate, etc.) as well as documentation-related best practices (e.g. change control and audience considerations);

Demonstrated commitment to continuous learning;

Ability to build relationships and credibility across various levels of the organization and with various stakeholders internally and externally;

A satisfactory CPIC (Criminal Police Check) will be required and maintained by the successful candidate at their own expense.
