Position Summary

Responsible for enforcement and education of municipal regulations as they apply to noise and nuisance bylaws.

KEY DUTIES & RESPONSIBILITIES

Responsible for the investigation, response, and enforcement of municipal regulations as they apply to noise and nuisance bylaws and relevant legislation by educating, using tact, firmness, impartiality and sound judgment;

Investigate and respond to external inquires and/or complaints pertaining to municipal by-laws;

Issue warnings and infraction notices to ensure compliance with municipal bylaws and provincial acts;

Communicate effectively and assist Kingston Police as required;

Responsible for crowd control and clearing streets as required;

Prepare reports and update databases as required;

Prepare documentation for Legal Services, attend court and provide evidence in support of charges;

Liaise with internal business units as required;

Act as an ambassador for the City with residents and visitors;

Assist with general duties in the by-law enforcement office;

Follow City of Kingston’s policies and code of conduct;

Conduct duties by foot or in a vehicle;

Other duties as assigned.

Qualifications, Competencies

2 year diploma in Community and Justice Services, Police Foundations, or equivalent;

1 year experience working in a front-line, customer service occupation;

Work experience in by-law enforcement, court proceedings, community services or related field would be considered an asset;

Preference given to candidates who have completed the MLEO (Municipal Law Enforcement) Part 1;

Completion of MLEO Part 2 an asset;

Successful candidates required to complete the MLEO certification within 12 months of hire as condition of employment.

Demonstrated ability to perform under high pressure and in stressful situations at times, while maintaining a positive and tactful demeanour;

Must be able to perform the essential duties of the job; including extensive walking or cycling in outdoor environment in a variety of weather conditions;

Must be available to work a variety of shifts, including nights and weekends;

Must possess and maintain a valid class “G” driver's license with no more than 3 demerit points;

Must obtain and maintain a satisfactory criminal record check, including vulnerable sector, at own expense.
