Position Summary

The Payroll Associate provides payroll related support and assistance for the processing of multiple union and non-union employee pay groups for the City of Kingston.


Responsible for the timely and accurate processing of computerized payroll, attendance and related data.

Perform a variety of tasks which are deadline sensitive and may include: processing pay entitlements, weekly and monthly payroll remittances, ROEs, retroactive payment calculations, completing audits, verifying HRMS and subsystem data, testing and assisting with year-end processing and reporting.

Provide quality customer service by responding to requests and inquiries regarding payroll related issues.

Prepare data for specific projects, run reports, review and research time and attendance and payroll records when required.

Prepare and distribute payroll documents and forms.

Maintain the Payroll Services filing system.

Work in accordance with City of Kingston policies and collective agreements, legislation and government agencies such as Canada Revenue Agency, Service Canada, Employment Standards Act, Canada Pension Plan Act, HRDC legislation, etc.

Perform other duties as assigned.

Qualifications, Competencies

2 year diploma in Business Accounting, Business Human Resources or related field.

1 year recent and relevant computerized payroll processes.

Recent and relevant experience working directly with a Human Resources Management System (HRMS) i.e. PeopleSoft.

Payroll Compliance Practitioner (PCP) certification with the Canadian Payroll Association preferred.

Must demonstrate the corporate competencies: Customer Focus, Results Oriented, Integrity and Teamwork.

Skills, Abilities, Work Demands

Demonstrated knowledge of general accounting principles, payroll and benefits administration, along with related legislation.

Proficient computer skills, specifically with Human Resources Management System (HRMS) and MS Office.

Excellent attention to detail with the ability to recognize and identify possible errors or omissions and bring to the attention of appropriate personnel for correction.

Ability to multitask and be flexible in a fast paced, deadline driven environment.

Strong verbal and written communication skills.

Strong customer service skills.

Ability to work effectively, independently and as a team member.

Strong organizational and time management skills with a capacity to learn.

Demonstrate integrity; adhere to professional standards, regulations and corporate policies and procedures (e.g. Code of Conduct).

Required to obtain and maintain a satisfactory criminal record check at candidates’ expense.
