The Supervisor, Property Tax, Revenue & Collections is responsible for municipal property tax billing, assessment and related policy, while ensuring compliance with all relevant provincial regulations;
Oversees day to day taxation and assessment operations including billing, billing adjustments, tax collection and tax roll maintenance, customer service, and performing accounting and reporting duties;
Supports protection and enhancement of the assessment tax base, and provides analysis of assessment growth, supplementary taxation and tax incentive/deferral programs;
Responsible for implementation of processes and procedures in the taxation area;
This position is also responsible to provide leadership and expertise in matters relating to cash and revenue processes, procedures and policy for the City of Kingston including oversight of collections, related accounting and reporting duties, as well as supervising staff and providing quality customer service;
Responsible for supporting the continued development and implementation of cash and collection processes and systems to ensure efficient and appropriate controls for collection, deposit and recording of funds;
Ensures proper and effective staffing through recruitment and selection, learning and development processes, as well as provides direct supervision, mentoring, coaching and development of staff.
Post Secondary Diploma or Degree (minimum 3 year program) in Finance, Business, Real Property Administration or in a related field;
Successful completion of Municipal Tax Administration Program is preferred;
3 – 4 Years of progressively responsible supervisory experience in the property taxation field including areas of property tax billing, tax incentive/rebate programs, property assessment and tax policy;
Municipal Government experience in a unionized environment preferred;
Professional designation and/or Certification or enrolment in a program (e.g. CMTP, CMO or CPA) is an asset;

Strong project management skills combined with ability to prioritize and manage a busy workload;
Ability to work in a politically sensitive environment while demonstrating tact and diplomacy;
Strong computer skills in MS Office, including MS Outlook, Word and Excel, and tax billing systems;
Ability to work outside regular business hours;
Must obtain and maintain a satisfactory CPIC (Criminal Record Check) at candidates own expense.
