As Land Development Specialist you will report to the Manager, Real Estate and Land Development;
This position involves the coordination of several land development projects and real estate transactions involving sensitive development issues and opportunities;
Provide hands-on involvement in the fields of land servicing, property acquisition, lot sales and municipal infrastructure projects related to the City’s employment land asset. Potential specific projects include purchasing of future development land, plan of subdivision design and approval, road construction, official plan and zoning by-law amendments, and the sale of employment land lots ranging from 1 acre to 40 plus acres;
As Land Development Specialist you will apply your skills in writing requests for proposals, site inspection, reviewing design drawings and technical specifications, report writing, problem solving, land acquisition and disposal, business case development, working with contracted professional consultants and understanding government process;
Using sound business acumen you will make decisions and recommendations in land development matters;
Will maintain strict confidentiality and demonstrate high levels of diplomacy and professionalism around development discussions and issues that may affect a variety of stakeholders including businesses, employees and the general public;
Develop a positive and collaborative relationship with various City Departments and outside agencies;
Provide assistance to corporate real estate matters outside of the employment lands portfolio, including the disposition by various means of surplus corporate properties.
Undergraduate degree in Civil Engineering is preferred;
Degree in business or related field may be considered;
Minimum three years’ experience in land development, business development and the management of real estate transactions, including acquisition and disposition of properties;
Experience in Project Management would be an asset;
Experience and sound knowledge of budgeting, budget monitoring, and performing financial and variance analysis;
Private Sector business experience would be an asset;
Experience with contract law and purchasing procedures would be an asset;

Basic knowledge of real estate practices and principles, the land title and registry system, regional real estate market trends, and the ability to interpret zoning by-law and official plan designations;
Ability to undertake financial analysis for the purpose of demonstrating project feasibility;
Proficient computer skills with Microsoft Word, Excel, Outlook and Powerpoint;
Demonstrated ability to create GIS based maps is considered a strong asset;
Familiarity of the City of Kingston and its neighborhoods considered an asset;
Must be able to obtain and maintain a valid class ‘G’ driver’s license;
Must obtain and maintain a satisfactory CPIC (Criminal Record Check), will be required by the successful candidate at their own expense.
