Position Summary

Responsible for enforcement and education of municipal regulations as they apply to transportation, parking and idling by-laws.


Responsible for enforcement and education of municipal regulations as they apply to transportation, parking and idling by-laws;

Responsible for the enforcement of various provincial acts and municipal by-laws and provincial acts as they apply to parking, and the data entry of correspondence and statistical information and reports;

Ensure compliance and enforcement of all applicable by-laws and relevant legislation by educating, using tact, firmness, impartiality and sound judgment;

Act as an ambassador for the City with residents and visitors;

Investigate and respond to external inquires and/or complaints pertaining to municipal by-laws;

Issue warnings and infraction notices to ensure compliance with municipal bylaws and provincial acts;

Ensure motor vehicles are in compliance with parking and related by-laws;

Prepare reports and update databases as required;

Prepare documentation for Legal Services, attend court and provide evidence in support of charges;

Liaise with internal business units as required;

Assist with general duties in the by-law enforcement office;

Follow City of Kingston’s policies and code of conduct;

Conduct duties by foot, bicycle or in a vehicle;

Other duties as assigned.

Qualifications, Competencies

2 year diploma in Community and Justice Services, Police Foundations or equivalent;

1 year experience working in a front-line, customer service occupation;

Work experience in by-law enforcement, court proceedings, community services or related field would be considered an asset;

Experience with AIMS an asset;

Must successfully complete the Municipal Law Enforcement Officials, on-the-job training program;

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Must be able to perform the essential duties of the job; including extensive walking or cycling in an outdoor environment, in a variety of weather conditions;

Must be available to work a variety of shifts, including weekends;

Must possess and maintain a valid class “G” driver's license with no more than 3 demerit points;

Must obtain and maintain a satisfactory Criminal Record Check including Vulnerable Sector, at your own expense.
