Position Summary

As part of a dynamic Human Resources & Organization Development team, the Learning & Development Specialist helps to build the organization’s overall capacity for learning, teamwork, commitment to service excellence, and positive impact. Reporting to the Manager, Organization Development, the Learning & Development Specialist is responsible for the delivery of learning and development objectives that support the strategic and operational priorities of the City.

Responsibilities

Teamwork – Participate as a member of a team to meet departmental goals. Support team members and show interest in their progress and work. Consistently keep others up to date with relevant information and communication. Promote, support and influence a culture of respect. Provide constructive feedback to team members and be willing to accept feedback from others. Approach challenges with a positive attitude and growth mindset. Model collaborative and inclusive behaviors while working with all internal partners.

Effective Communication – Actively listen, ask clarifying questions and seek to understand others. Communicate information and ideas clearly and concisely to individuals and/or teams to build trust, mutual understanding and commitment to corporate priorities. Summarize and organize complex concepts into simple communications for corporate audiences. Facilitate knowledge sharing throughout the organization. Design and deliver impactful presentations, facilitate workshops, and provide supporting materials to build organizational capacity for learning and development.

Planning & Organizing – Conduct needs assessments and identify skill gaps in teams and departments. Work with leaders and staff to understand historical and/or current obstacles and challenges. Create roadmaps, including objectives and outcomes, and be responsible for the delivery and implementation of high level capacity building engagement plans. Anticipate the needs of stakeholders. Be prepared to seek and incorporate feedback on designs or delivery timelines. Demonstrate project management flexibility and adaptability.

Adaptability – Be open and adaptable to changes in the working environment; maintain a positive attitude and helpful approach to change regarding new people, structures, process or requirements. Actively support and communicate the benefits of change. Provide support to internal partners by helping them identify and articulate learning objectives throughout a transition. Manage emergent situations with expertise; be able to pivot in new directions while keeping objectives and end goal in mind. Take initiative in your own learning and development.

Customer Focus – Consult with staff and senior leaders as a subject matter expert in learning and development, group development, and change management. Respond in a timely and professional manner to customer requests and needs. Accurately assess readiness and capacity. Provide educational and awareness building opportunities to raise collective understanding of learning and development best practices and approaches. Maintain open and transparent communication with internal partners to ensure needs and objectives are being met.

Results Orientation – Incorporate objectives and outcomes into all learning and development activities. Set and achieve weekly and quarterly objectives in line with departmental priorities. Be proactive in seeking innovative ways of service delivery. Use relevant and useful methods to monitor progress towards goals. Keep informed and up to date with corporate policies and legislation. Take pride in your work.

Qualifications, Competencies

University degree in Human Resources, Organization Development or a related field.

3 years related experience in Learning and Development and Change Management.

Experience working in a complex corporate or government environment preferred.

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Skills, Abilities, Work Demands

Excellent analytical, research, planning, coordination, project management, and execution skills

Strong, effective customer service and interpersonal skills

Knowledge of leading industry practices including applied behavior sciences, adult learning theory, systems thinking, group development, organizational psychology, and change management

Knowledge of various data collection techniques, analysis and feedback methods (including surveys, interviews, focus groups, and others)

Experience building partnership with senior leaders and corporate management, and network with skill and neutrality with stakeholders to become a trusted advisor

Superior skills in delivering experiential learning workshops and training programs; ability to deliver to a wide variety of audiences including front line staff and senior leadership teams

Experience with organizational design, building collaborative and community-centered workplaces

Demonstrates integrity; adhere to organizational values, professional standards, regulations and corporate policies and procedures (e.g. Code of Conduct)

Required to obtain and maintain a satisfactory criminal record check at own expense
