Position Summary

Day to day management of the comprehensive zoning by-law review project, including providing direction to the consulting team and general oversight and accountability for project outcomes, including schedule and budget;

Strong written and verbal communication skills are required to liaise effectively within the organization and with external stakeholders, developers and the consulting team;

Provide advice, guidance and direction to the project team, the public and stakeholders in relation to the project;

Provide regular status reports to the Director on the project;

Prepare requests for proposal, administer professional contracts in relation to the Comprehensive Zoning By-law;

Coordinate and provide direction to project components with activities and programs of other corporate business units;

Work to advance the preparation of the Zoning By-law with minimal supervision through the statutory approval process;

Prepare and present formal reports and regular progress reports to Senior Management, Council and Committees;

Demonstrate initiative and effective planning and organizational skills to meet deadlines and complete quality work. Establish sounds project plans which include appropriate levels of stakeholder input, research, communications, metrics and financial indicators. Ensure planning aligns with Group and Corporate priorities and goals;

Manage and monitor project budget for the comprehensive zoning by-law review; identify issues and reallocate resources as required in order to ensure achievement of project objectives. Demonstrate understanding of community/municipal issues and fiscal awareness through project planning and implementation. Perform budget monitoring and appropriate resource allocation through various project planning and implementation phases. Identify issues, recommend solutions, and ensure appropriate reporting and documentation;

Build effective relationships, internally and externally (including with community partners, developers, Council, committees, KEDCO and internal departments); educate, inform and consult with key stakeholders in order to advance the comprehensive zoning by-law review project. Draw resources as required from the Planning Policy and Development Approval groups as agreed to by the managers responsible. Facilitate involvement in the project by the appropriate staff from other departments in the organization;

Represent the corporation at various meetings and hearings including provision of evidence at Hearings and/or Court actions. Act as the primary point of contact for the project on behalf of the Planning & Development Department. Interact with and ensure appropriate communication and interaction with partner Departments;

Coordinate and oversee all stakeholder engagement related to the project; consult with the development community, various stakeholders and the public related to the Comprehensive Zoning By-law Project. Lead and support consultants to carry out innovative methods of public consultation with respect to the project;

Apply sound project management practices and methods in all project phases including research, design, implementation, measurement and follow up monitoring. Demonstrate strategic thinking and sound judgment to prioritize and organize on-going project work. Develop related project documents, schedules, and communication tools;

Model, promote and support a culture of health, safety, well being and respect in order to support a healthy work environment;

Other duties as assigned.

Qualifications, Competencies

A degree in Planning or a related field;

8 or more years of relevant senior experience in the planning field including specific experience in the preparation of comprehensive zoning by-laws and experience with complex development applications and large planning projects;

Demonstrated experience in project management, budget management and managing the work of consulting teams on complex and high profile projects;

Experience with preparation for and testifying at the OMB is also required, preferably in a municipal setting;

Full membership in OPPI;

Extensive knowledge and experience with planning procedures and processes, the Planning Act and Provincial Policy Statement;

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Must be able to attend meetings outside of normal business hours;

Must possess and maintain a valid class “G” license with a satisfactory driver’s abstract.
