Position Summary

**Note: The first position is replacement and the second position is additional**

Reporting to the Manager, Enforcement, the Supervisor, Enforcement, is responsible for the day-to-day supervision of the Property Standards and Municipal Law Enforcement Officer staff on customer service matters to ensure efficient and effective management of municipal bylaws and regulations. The Supervisor will work closely with other divisions within the Building & Enforcement Services department to support and promote enforcement policy objectives.

The Supervisor will monitor and support staff in the field. This position will effectively problem solve situations including dealing with conflict between staff, and between staff and customers. The Supervisor will apply collective agreement language, policies and procedures and coach staff regarding the same, along with providing mentoring to staff to develop skills and competencies. The Supervisor will work closely with the Customer Service team to ensure consistency in messaging and appropriate resolution to customer concerns and inquiries.

Key Duties & Responsibilities

Provides leadership and supervises the day-to-day activities of the Enforcement Officers:
• Provides direction and coordinates action taken towards enforcement complaints and enquires
• Ensures all shift activities and practices comply with City of Kingston policy and municipal/ provincial/ federal regulations
• Oversee the scheduling of staff, manage attendance, support, and provide coaching and feedback
• Effectively problem solve situations including dealing with conflict between staff, and between staff and customers
• Supervise all aspects of performance including shadowing staff in the field, and continually emphasizing and managing health and safety practices and procedures

Build/strengthen customer and team relationships that serve to ensure customer satisfaction, respond to concerns effectively and professionally, exercise tact judgement and show impartiality to ensure consistent application of parking regulations:
• Work closely with the Customer Service team to ensure consistency in messaging and expedient and appropriate resolution to customer concerns and inquiries
• Liaise with community groups

Apply collective agreement language, policies and procedures and coach staff regarding the same, along with providing ‎mentoring to staff to develop skills and competencies including effective officer recruiting, onboarding, training, and team communications

Perform proper follow up to investigations, implement corrective actions, document, and implement performance standards, and ensure compliance with legislation, policies, and department protocols, while modeling the values of the City of Kingston.

Remain current with changing industry standards, legislation and by-laws and provide recommendations regarding various aspects of operations including policies and procedures

Qualifications, Competencies

3 year diploma/degree from a post-secondary institution. Diploma in Community and Justice Services or Police Foundations, preferred

2 years of related bylaw enforcement

3 years supervisory experience working in a fast paced, high volume working environment dealing with difficult situations/clients and effectively finding solutions to conflict

Supervisory experience in a unionized environment and knowledge of collective agreements, preferred

Certified Municipal Law Enforcement Officer (MLEOA) and Certified Property Standards Officer (CPSO), preferred

Must demonstrate corporate values of Belonging, Collaboration, Accountability, and Innovation

Strong understanding of strict confidentiality requirements in dealing with complaint resolution and employee matters

Sound knowledge of the Occupational Health and Safety Act as well as health and safety practices

Strong ability to interpret and apply legislation, federal and provincial acts, municipal bylaws, policies, and collective agreement language

Proficient computer skills including with MS Word, Excel, Email (Outlook) and databases

Ability to walk and stand for prolonged periods of time

Ability to work in inclement weather

Valid class 'G' driver’s license

Required to obtain and maintain a satisfactory criminal record check
