The GIS Coordinator – Planning, will participate as a member of the department’s GIS technical team responsible for the creation and maintenance of GIS data and supporting documentation related to the Planning and Building department. Major duties include the management and maintenance of spatial datasets, 3D and spatial analysis, information transformation and consolidation, map development and reporting. The GIS Coordinator will also collaborate with GIS staff to implement new GIS projects and tools involving web maps and web scenes in 2D and 3D. This position will also support the professional planning staff with the preparation of maps and data monitoring of development activity as required. Other work may include GIS analysis and research for long range planning projects such as urban growth and residential tracking. KEY DUTIES & RESPONSIBILITIES Provide expertise of a fully competent GIS analyst to all conventional aspects of functional areas within the Planning and Building Department and apply management of spatial and non-spatial information in accordance with corporate standardsEstablish, coordinate and maintain data integrity procedures, processes and policies that efficiently enhance data integrity. Stay abreast of corporate data integrity processes and methods; and technology toolsAssist in the compilation and preparation of audit reports that ensure the success of data integrity proceduresOversee online web mapping systems for the departmentExecute and deliver thematic mapping for Official Plan schedules, zoning by-laws, special policy areas and other mapping activitiesPerform statistical analysis to provide more efficient land use planning and development practicesOrganize and train staff when applicable on new technology initiativesPerform field surveys and site inspections, as required; proficient with GPS concepts, tools, and dataOther duties as assigned
3 year degree in Geographic Information Systems, Geography, Computer Science or equivalent2 years experience in GIS, preferably in a municipal planning environmentExpertise using the Esri ArcGIS platform including preparation, maintenance and publishing web services; Experience in 3D data development and analysis including the use of software products such as ArcGIS Pro, CityEngine, SketchUp, and Civil 3D Expertise in geodatabase management and data modellingDemonstrated proficiency with modern programming languages and ETL software; Python, SQL, Arcade, FMEMust demonstrate corporate competencies: Belonging, Collaboration, Accountability & Innovation
Demonstrated ability to manage multiple tasks with changing priorities and present information in a clear and concise mannerKnowledge of digitization and metadata standards specific to GIS dataFamiliar with development of data modelsFamiliarity with parcel assessment data, Teranet products and census datasetsExcellent oral and written communication skillsEffective interpersonal skillsStrong cartographic skillsMust be able to obtain and maintain a satisfactory criminal record check
