Position Summary

Under the direction of the Manager, Systems Development, the IS Project Manager oversees and provides project management for multiple medium to large scale projects involving high profile IS&T initiatives. This position ensures projects and project deliverables achieve program outcomes and meet business requirements on time, within scope and budget while following corporate/departmental project management methodologies and frameworks.

The IS Project Manager is responsible for developing multi-year business plans for projects, including strategies, options and recommendations to achieve business requirements; providing technical expertise and leadership in risk and issues management and implementing best practices.

KEY DUTIES & RESPONSIBILITIES:

Work with departments to develop and monitor strategic multi-year technology business plans that encompass project planning, business requirements, systems analysis, technology options and alternatives, resource requirements, change management, and costs/benefits.

Plan, monitor and control medium to large sized projects using current project management methodologies. To ensure effective solution delivery and appropriate resource management.

Provide direction and support to business units on the IS&T project management process by providing onboarding for project sponsors and business stakeholders, guidance throughout the lifespan of the project to ensure the expected value on investment is realized and proper support and maintenance plans are in place after implementation.

Interprets, analyzes, and documents functional specifications, business and system requirements based on industry practices to comprehend the current state and future state of the business and provide a gap analysis.

Provides support and maintenance for existing applications through our issue tracking and project management systems to ensure systems are secure, functional, and modernized as needed.

Qualifications, Competencies

3-year diploma/degree in computer science, information systems, business administration, or a related program

3 – 5 years of recent and relevant practical related experience in an IT Project management or Senior Analyst position

Experience with strategic IT planning preferred

Municipal government experience in a unionized environment considered an asset

Project Management Professional, IT Infrastructure Library (ITIL), Change Management Certification (e.g. Prosci) considered an asset

Must demonstrate Corporate Competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Skills, Abilities, Work Demands

Knowledge and ability to apply architecture theories, principles, concepts, practices, methodologies, and frameworks.

Knowledge and ability to apply the principles of business analysis in the planning, reengineering, and requirement gathering for business environments, operations, processes, and practices.

Knowledge and ability to apply formal project management knowledge, principles and practices during initiating, planning, executing, controlling/monitoring, and closing IS&T projects while ensuring effective management of scope, resources, time, cost, quality, risk, and communications.

Understanding and applying quality control and total quality management concepts and methodologies.

Knowledge and ability to evaluate, negotiate, procure, track, and manage IT assets including software licenses and computer leases.

Must be able to multi-task and manage multiple projects at the same time with focus.

Proficient in MS Office, relational databases (Oracle, MS SQL).

Knowledgeable in current information technology (Web based technology, Cloud Computing Technology).

Must have excellent communication, negotiation, and conflict resolution skills.

Knowledgeable in Change Management.

Strong, effective customer service and interpersonal skills.

Ability to work in a team environment, liaise with key stakeholders and to function effectively with minimal supervision.

Strong time and project management skills.

Strong problem-solving skills with the ability to gather and interpret information.

Strong analytical and research skills with the ability to formulate solutions to complex issues.

Valid class “G” driver’s licence.

Required to obtain and maintain a satisfactory criminal record check.
