Position Summary

** This job is currently under review with the Job Evaluation Committee **

Reporting to the Supervisor, Facilities Energy & Asset Management, the Building Technologist is responsible for the development of energy conservation, building operations, building performance, building automation, and analytics strategies for the safe, efficient operation of City owned facilities.

This role will be responsible for the operation and maintenance of the various Building Automation Systems (BAS), smart thermostats, EV chargers and solar PV systems. They will create analytic strategies, ensure system reliability, and expand the use of technology in all municipal facilities. The building technologist will play a key role in the implementation of building commissioning programs to ensure that all facilities are operating in a reliable and efficient manner including creating and implementing testing strategies using sound engineering principles.

The Building Technologist will monitor, report on and analyze energy and carbon usage for over 160 buildings, track energy costs and savings, generate internal and external reports, apply for incentives from utility companies, assist in utility costs and carbon emissions tracking by department and supporting the department in the feasibility analysis, monitoring, and tracking of energy retrofit projects. The building technologist will be involved in coordination of facilities projects to achieve energy and carbon reduction targets.

The Building Technologist will also support various initiatives as part of the implementation of the facilities energy and asset management programs, including ongoing projects to achieve Net Zero Energy by 2040 and maintain required Levels of Services based on the Asset Management Plan.

KEY DUTIES & RESPONSIBILITIES
Responsible for the continuous monitoring, maintenance, and expansion of the corporation’s BAS and Smart Thermostats to identify, remediate, repair, and report failure modes. Troubleshooting of systems is required using sound engineering principles.

Responsible for creating, updating, and completing service requests. Responsible for following up on outstanding requests to ensure completion in a timely fashion.

Adjust building lighting controls and heating and air-conditioning schedules to optimize occupant comfort, energy usage and costs.

Create and continuously update alarms, analytics, and building performance tools to optimize energy efficiency in buildings.

Technical Audits of systems, equipment, and buildings using various non-invasive tools, data loggers, power meters, infrared thermography, and reporting on findings.

Recommend changes to building system based on audits to reduce energy consumption and extend asset life.

Optimize Fault Detection Diagnostic rules, alarms, and use other forms of analytics/technology on various building systems for increased analytics.

Expand the use of Open Data, Internet of Things (IOT), and other technology to ensure reliability, transparency and awareness.

Track building performance and develop strategies and programs to increase efficiency through ongoing building commissioning.

Coordinate preventative maintenance contracts for BAS systems and renewable energy systems (Solar PV, EV Chargers).

Identify deficient BAS components, procure new parts, coordinate repairs using internal and external contractors.

Track and analyze energy consumption data and draft internal and external reports, including the annual reports required under the Green Energy Act or other legislation.

Create and present business cases for equipment upgrades and other energy retrofits based on life cycle costing, available incentives, and emissions reductions.

Measure and verify savings achieved through energy retrofits and other corporate energy management initiatives.

Perform facility energy and asset audits and create/update energy & asset models of various commercial facilities aligning with corporate strategies.

Research to identify available incentive programs relevant to the department and processing of applications.

Ensure good condition of Illumination systems including program lighting systems for events and shows.

Coordinate contractors and internal trades to complete energy retrofit and asset management projects as assigned.

Other energy and asset management duties as assigned.

Qualifications, Competencies

3-year advanced diploma in Instrumentation or Energy Systems Engineering Technology (Electrical /Mechanical) or equivalent.

3 years’ experience in building controls, building performance, and energy systems); including the use of a variety of building automation and control platforms (e.g. Siemens Desigo, Johnson Control Facility Explorer, Metasys, etc.); and in facility energy management, preferably in a governmental or institutional environment.

2 year experience in asset management for commercial/institutional facilities an asset.

Experience analyzing large data set, extrapolating information and presenting recommendations related to energy and sustainability.

Experience in writing and presenting technical reports.

Experience in the use of non-destructive measurement and verification equipment such as data loggers, power meters and infrared cameras.

Experience in developing and delivering energy conservation and demand management measures for commercial applications an asset.

Experience with energy efficiency and renewable energy project modelling software such as RETScreen Expert and PVSyst.

Experience working in commercial and heritage buildings an asset.

Member of OACETT in good standing with the ability to obtain a CET within one year of employment an asset.

Skills, Abilities, Work Demands

Proficiency in RETscreen Expert an asset.

Understanding of building systems and ability to read architectural and engineering drawings (especially HVAC, lighting, process loads, building envelope, controls).

Strong mathematical and data analysis capabilities with an understanding of energy systems and their impact on utility consumption.

Understanding of municipal requirements under the Ontario Regulation 25/23.

Demonstrated ability to troubleshoot complex facility problems, analyze potential solutions and make decisions regarding implementing effective solutions.

Ability to make informed decisions with technical information, while balancing multiple priorities and risks.

Understanding of facility asset management and lifecycle analysis principles associated with various building systems (i.e. mechanical, electrical, HVAC, building envelope, etc.) an asset.

Strong presentation skills, verbal and written communication abilities, customer service and interpersonal skills.

Excellent organizational and time management skills and demonstrated ability to prioritize tasks in a dynamic work environment.

Commitment to ongoing learning, development, and knowledge sharing.

Able to perform the essential duties of the job such as accessing rooftops and equipment rooms, auditing building spaces and completing campus asset audits.

Proficiency in computerized system applications including Microsoft Office, (i.e. Outlook, Word, Excel, PowerPoint, Project), Asset Planning Software (CMMS).

Must obtain and maintain a satisfactory Criminal Record Check (CPIC).
